ARD’s transfer norms in response to CS Pant’s concerns

Jaipur: CS Sudhansh Pant is serious about the fact that there should be transfers done according to policy in Bhajan Lal government. According to his guidance, Administrative Reforms Secretary Rajan Vishal has issued comprehensive guidelines for all government departments, on the basis of which the department will prepare a roadmap for transfers and thereafter formulate a policy. The transfer policy that will be made by the department in consultation with its stakeholders/employees will be approved at CM’s level after sending it to ARD. Departments will have to post details of eligible posts for transfer through counselling and possible vacant posts on their website/notice board by Jan 15 every year.

Departments will have to make different provisions in the portal in their policy keeping in mind needs of gazetted and non-gazetted officers and employees. Along with classification of departments on the basis of more than two thousand and less than two thousand, it will have to be ensured that transfers are made only on equivalent posts.

From Jan 1-30, departments will display details of possible vacant posts for transfer on their portal and invite applications from Feb 1-28. Without application, transfer will not be considered. Patients suffering from incurable diseases will get priority in transfers. Ex-servicemen, outstanding sports persons, spouses posted separately, family members of dependents of martyrs, etc will be able to get relief on completing their tenure for stipulated period. For single employee, transfer will done only after finding a suitable alternative.
