After UDH Min’s nod, govt issues new norms to open ‘sealed’ buildings

Jaipur: The state government has made a new policy to open the ‘sealed’ illegal construction in Rajasthan. Under this policy, the Directorate of Local Bodies (DLB) will now have to be sent an application to open a ‘sealed’ house, shop or other construction in the Municipal Corporation, Municipality and Municipal Council area. The DLB Director will have the rights to open the seal. At the same time, the Commissioner and Secretary will have the rights to open the ‘seal’ in the development authority and UIT area. After the approval of Urban Development Minister Shanti Dhariwal, the Department of Autonomous Government issued the policy on Thursday.

If there is a ‘seal’ at all the divisional headquarters of the state including Jaipur, Jodhpur, development authority, UIT, Municipal Corporation or Municipality area, then the applicant will have to deposit security amount at the rate of Rs 50 per square feet of built-up area to open it. After this, the approval for construction will have to be taken in 60 days. Similarly, if a person has taken approval of construction & does illegal construction beyond it, then before opening the ‘sealed’ building, security amount will have to be deposited Rs 300 per square feet & illegal construction will have to be removed in 60 days. Similarly, if someone does construction going against land use, to open ‘sealed’ building, land use will have to be changed within 90 days by depositing security amount at Rs 300 per square feet.

Besides, if construction is done without getting agri land converted, security amount at 25% of DLC rates will have to be deposited in 120 days. From the day of opening of ‘sealed’ building till specified day, applicant will have to get construction approval or change of land use or removal of illegal construction. If he doesn’t do so within stipulated time, the administration will forfeit the security amount. If the applicant takes permission on time, 10% amount can be deducted as administrative fee & remaining 90% will be refunded.
