Way cleared for non-RAS to IAS promotions
Jaipur: In the matter concerning promotions from non-RAS (Rajasthan Administrative Service) to IAS (Indian Administrative Service), the Rajasthan High Court has dismissed the petition filed by the RAS Association. The court also imposed a fine of Rs 5 lakh on the petitioners. This ruling was delivered by bench comprising Justices Pankaj Bhandari and Shubha Mehta, which dismissed the petition filed by the Rajasthan Administrative Service Council. Along with rejecting petition, the court lifted the stay on promotions, thereby allowing promotions to IAS posts from non-RAS officers.
The HC’s decision has effectively removed a nearly three-year-old restriction on such promotions. The Rajasthan Administrative Service Council had argued before the court that, under the All India Services Act and its associated rules, 66.67% of IAS posts are to be filled through direct recruitment, while 33.33% are reserved for promotion from state administrative officers.
