SHIKHAR AGRAWAL GETS GOING, STARTS WORKING ON ‘DIVISION OF RESPONSIBILITIES’!

Jaipur: State Ministers, appointed under ministers, will now be given works. ACS Shikhar Agrawal has started work on this as soon as he took reins of CMO. On Saturday, he issued directions to all ACS, Principal Secretaries and Secretaries that standing orders should be issued by February 7 in departments under them.

Notably, under the standing orders, work is distributed between minister, MoS and Secretary and the important aspect is that minister gives some of their work and powers to the MoS. Thus, the final decision on several files is taken at the level of MoS i.e. the MoS gets work to do.

The responsibility to prepare the draft of the Standing Orders lies with the Chief of the department i.e. ACS or Principal Secretary or Secretary. This could be converted into a final order after consultation with the minister.

In the current government, since no standing orders have been issued for any department, thus neither do the MoS have any work nor do they have any power. All MoS (except those with independent charge ) are sitting idle and no action is being taken in the govt in this regard. But ACS Shikhar Agrawal has taken action immediately after taking reins of the CMO and has given relevant directions to all senior officers.
