Rajasthan Budget 2024-2025
Jaipur: Highlights of the Rajasthan Budget 2024-25 presented by the Rajasthan Finance Minister Diya Kumari.
- LPG Cylinder in Rs. 450 for women of poor families, Relief to 73 lac families
- Increase in quantity of meal from 450 gms. to 600 gms. under Shri Annapurna Rasoi, Increase in assistance from Rs. 17 to Rs. 22 per plate, Annual expenditure approx. Rs. 350 Cr.
- Financial Assistance increased from Rs. 6000 to Rs. 8000 under PM Kisan Samman Nidhi Yojana, Provision of Rs. 1,400 Cr. per annum. Bonus of Rs. 125 per Quintal other than Minimum Support Price-MSP of Wheat (Rabi 2023-24), Expenditure of Rs. 250 Cr.
- Special Investigation Team (SIT) for investigating paper leak cases
- Increase in monthly pension from Rs. 1,000 to Rs. 1,150 under Social Security Pension, Additional Provision of Rs. 1,800 Cr.
- Relaunch of Loktantra Sainani Samman Pension Yojana for MISA/DIR etc. Prisoners, Pension of Rs. 20,000 and Medical Assistance of Rs. 4,000.
Policies of previous govt.–
- Huge Debt burden, Debt of Rs. 5 lac 79 thousand 781Cr. as per BE of 2023-24
- Increase in per capita debt from Rs. 36,800 (in the end of 2017-18) to Rs. 70,800 (in 2023-24)

- Provision of Rs. 1,000 Cr. for establishment/ upgradation of colleges, schools, hospitals, administrative offices etc. in deprived areas in order to maintain regional balance of development

- Project Monitoring Unit for 'Pradhanmantri Suryodaya Yojana', Target of more than 5 lac Solar Plants, Free electricity upto 300 units per month.

- Timely conduct of recruitment exams–Annual Calendar of recruitment examinations by RPSC and Rajasthan Staff Selection Board etc.
- Mukhyamantri Paryatan Kaushal Vikas Programme–Training related to Guide/Hospitality for 20,000 youths and folk artists in 2 years.
- KG to PG free education to the students belonging to the families of low income group, Small/Marginal/Bataidar Farmers/ Farm labourers.
- Works of building repairs, construction of class rooms and girls toilets, upgradation of facilities in hostels and residential schools, provision of Rs. 250 Cr.
- Financial Assistance Rs. 1,000 per student for school bags, books and uniform for students of class I to VIII and girl students of class IX to XII, approx. beneficiaries 70 lac.
- Atal Innovation Studio and Accelerators in Jaipur, Bikaner, Bharatpur and Udaipur, Expenditure of Rs. 1,000 Cr.
- High Tech City near Jaipur with world class city facilities
- Mission Olympics-2028–World class sports facilities for 50 talented youths, Centre of Excellence for Sports in Jaipur, Provision of Rs. 100 Cr.

- Lado Protsahan Yojana–Saving Bond of Rs. 1,00,000 on birth of girl child belonging to poor families.

- Pradhanmantri Matra Vandan Yojana–Increase in financial assistance from Rs. 5,000 to Rs. 6,500, Expenditure of Rs. 90 Cr.

Amnesty Schemes–To promote industry, investment and development in the State the amnesties shall remain effective till 31.07.2024 -
- VAT Amnesty - On payment of 10% to 20% of the pending demand the remaining demand shall be waived off in cases of pending demands relating to interstate sale, demand in dispute or demand relating to interest only.
- Stamp Duty Amnesty - 100 % waiver of interest and penalty.
- Transport Amnesty -
In case of destroyed vehicles, 100% Exemption on Tax, Interest & Penalty from the date of destruction of the vehicle on the payment of outstanding amount till the date of destruction
100% Exemption of Interest & Penalty in all cases on the payment of Outstanding Motor Vehicles Tax computed till 31.03.2023.
Exemption of Compounding Fees upto 96% in Overloading Cases detected through E-Rawanna.
Exemption of Interest & Penalty shall be provided for 1 year to end of life vehicles scrapped at registered vehicle scrapping facility on payment of pending tax demand up to the date of scrapping. - Energy Amnesty - For all consumers whose connections were disconnected before 31.03.2023 entire amount of Interest and Penalty shall be waived off on payment of the original pending demand. In case of agriculture connections this original pending demand can be paid in six bi-monthly installments.
- Facility of auto deed generation for purposes of registration of documents.
- Also, all the information required for registration as well as GIS based DLC rates may be uploaded by citizens themselves through mobile app.
- Facility of online anywhere registration of documents for which site inspection would be done by empaneled site inspectors through online app.
- e-GRAS and RajStamp will be encouraged and the process of refund will be simplified and automated
- In order to provide one stop solution for all registration related needs of investors and citizens a Toll-Free Helpline and a 24 × 7 Adrash Registration Kendras will be setup in all districts in a phased manner.
- In order to demystify the various rates applicable for Stamp and Registration in the state, they will be revised and rationalized in a phased manner.
- To increase transparency in the working of Commercial Taxes and Excise Departments a faceless/randomized system will be introduced. For this online Integrated Tax Management System (ITMS), Integrated Excise Management System (IEMS) and Jan-Aadhaar Wallet will be comprehensively strengthened.
- Facility of e-Driving License and e-Registration Certificate.
- The facility of anywhere fitness test for vehicles owners.
- Sugar and jaggery will be exempted from mandi fee.
- There will be no Land Tax imposed now on. All previous demands shall be waived off on payment of 10% of the tax demand.
