ACR remark leads to clash between senior and his 18-year junior IAS!
Jaipur: A new conflict has emerged between two IAS officers, involving IAS officer T. Shubhamangala, currently serving as Commissioner of the Municipal Corporation in Jodhpur. The dispute centres around a negative entry made by Naveen Jain, Secretary of Education (Presently Secretary Finance) in Shubhamangala’s Annual Confidential Report (ACR). Jain, in his report, made adverse comments regarding Shubhamangala’s performance, prompting the latter to file a detailed rebuttal, asserting that the allegations were incorrect. Shubhamangala, addressed the issue, but the DoP sought further clarification from Jain. In response, Jain took an even firmer stance, levelling serious allegations against Shubhamangala. As a result, Shubhamangala has now appealed to the Chief Secretary, requesting that Jain’s adverse entries be nullified and that she be given a “clean chit.”
In accordance with the rules, the appeal will be heard by a board of three senior IAS officers, headed by the Chief Secretary. The Department of Personnel will soon decide the date for the hearing.
