ACB files FIR against 5, learns JMC Greater Commissioner charged 2% on bill amount

First India gets its hand on the transcript on how the accused used to interact on phone calls regarding work and bribe

Jaipur: In the JMC Greater bribery case, ACB has now registered an FIR naming Assistant Accounts Officer Yatendra Sankhla, AA Shrikant Pareek, Contractor Govind Ram, Contractor Ganga Ram Meena, as well as contractor Abhishek Jain alias Titu.

Apart from this, along with other officers and employees posted in JMC Greater, ACB will also investigate the role of individual contractor and broker.

On Monday, ACB team reached the Mun Corp and searched the files in the finance branch for about 8 hours, later seizing the files. It has been revealed that for the last 4 months, the ACB team was keeping an eye on all the movements and learnt that FA Achaleshwar Meena used to often visit the house of brokers.

He would mostly go to the house of Anil Agarwal and Dhan Kumar Jain and therefore, the ACB had taken their phones under surveillance during which sleuths heard thousands of phone calls.

Meanwhile, contractor Dhan Kumar has also spilled many secrets in front of ACB and told the Bureau sleuths that he is a municipal corporation contractor and if he did not send the amount on demand of the officials, they would have stopped his work or create trouble in getting his bill passed.

“I am well acquainted with the officers posted in the JMC Greater. In lieu of forwarding and paying their pending bills, the bill amount is collected from me in the form of commission bribe amount. Commissioner of JMC Greater Yagya Mitra Singh Deo takes 2% of the bill amount.

Accountant and Double AO charge 1\4% of the bill amount and 0.012% goes to the clerk as commission from the contractors of the firms associated with us.

In lieu of forwarding the bill and making payment, the amount of bribe is collected and given to the concerned officer.

Meanwhile, a computerized list was found at Achaleshwar Meena’s house, in which, in front of the names of several contractors, the amount is written in number.

A total of 4 pages have been found by the ACB and the first name mentioned in the list is of Sri Shyam Builders and Contractors with the number 10.42 mentioned right in front of it.

Similarly, on the last page the name Guru Construction is mentioned with the number 6.11. When questioned about it, Achaleshwar confessed that the paper was handed to him by Dhan Kumar.

Interestingly, when the ACB team was searching Achaleshwar Meena’s house, at the same time, Govind Kumar Agarwal reached Achaleshwar Meena’s house.

When the ACB sleuths asked the reason for Govind coming to meet Achaleshwar, he confessed that the payment of civil works of around 150-200 contractors, from July 2020 to December 29, 2021 and to the tune of Rs 5964.96 lakh was due and he had come to speak to Achaleshwar about that.

The man was carrying an 18-page list that marked all the contractors whose payment was pending. ACB got the man to sign the list and seized it.
