Why ACS Sandeep Verma handling a junior post?

Jaipur: ACS Science & Technology — Sandeep Verma — is ‘perplexed’ as he has not been able to get his hands off the additional charge of the junior post of Commissioner of department. He has been carrying this responsibility for past 10 months & in these 10 months, several IAS transfer lists were released, but DoP did not appoint a new Commissioner. This is the first example that a 1993 batch IAS serving on rank of ACS had to handle additional charge of a junior post of Commissioner.

In the established norm and properiety of administration, a junior official may handle additional charge of a senior post, but never does a senior officer handle additional charge.

In the past, 1999 batch IAS Mugdha Singh was posted in the department (in the year 2021-22) as Secretary and Commissioner. In the case of Sandeep verma, he has been given additional charge which is contrary to the prestige and honour of a senior official. Meanwhile, Sandeep Verma is clueless as to why is the DoP meeting out such behaviour with him?
